Best Replacement Jazz Pickups?

I don't know of availability or price, but some Nordstrand NJSV4s are nice. Delano, Seymour Duncan, etc will be fine.
Really, anything other than DiMarzio Ultra Jazz pickups will suit you just fine.

It's hard to say, unless you are more specific about what is missing. Do you want hum canceling? That will narrow your choices down to a handful. More output? More bass / treble / mids? For hard rock, I'm just guessing that you want more low mid punch similar to a P-bass. Seymour Duncan Antiquity II are good single coils and Dimarzio Model Js would be good for hum canceling.
I'm also in the market for some replacement J pickups. I have an American Fender Jazz V Deluxe, and the buzz from the supposedly-noiseless stock pickups is driving me crazy.

Dimarzio Model J, Area J, and Ultra jazz, and Fender noiseless pickups are all hum-canceling pickups that don't cost an arm and a leg. There are other really expensive ones, like the Lindy Frailin pickups that a lot of people seem to like.

They have a terribly scooped mids and mediocre bass response.

If I were doing it, I'd buy the DiMarzio Area J's. They're noiseless and sound very much like a single coil.
That would be something if Seymour Duncan made noiseless pickups for the Jazz... All the Dimarzio hum cancelling pickups are the split coil design, so they should all have the same single coil / humbucker sound to them. The area Js are just voiced to sound like the vintage fender jazz pickups where the model J and Ultra jazzes are for people who don't want it to sound vintage.

I just meant that they all sound equally like or unlike humbuckers because they all have the same basic design. They are split coils like a p-pickup, and not stacked like a traditional humbucker.
The SCN pickup hum in the Fender is easily fixed. Just a little
copper shielding on the bottom of the front pickup. Done!
I agree about the Ultra Jazz's. Scooped and just fair lows.
The SCN's are very nice pickups.
Warning: If you replace them with Dimarzio model J's (123) that Peavy may become your primary bass!
With an active fender, make sure your noise problem is about the pickups. Fender is, IMO, notorious for poorly shielding otherwise great instruments. Also, in your case, you could be getting noise from the active electronics, not the pickups. I think some of the older deluxes were known for having less than stellar preamps.
I'd hate to see you sink the $$$ into some nice, new pickups and still end up with the same hum/buzz problems.
FWIW, I put barts in my Am Std Jazz V. The odd pickup sizes limited my choices, but the barts are good pickups.
I think the Nordstrand nj4se are the best on the market. But, I play mostly with bridge pickup soloed. Nails that Jaco sound dead without the hum. Even both up, they sound great for slapping. Great for vintage jazz sound. Haven't tried the Nordstrand nj4s or nj4sv.
