I think it's pretty hard to get a bad bass in that price range. Most major brands are making great stuff and it's just going to come down to what you need your bass to do and what your preferences are.

ESP AP-4 if you can find one. They recently discontinued it but a few places still have them. Active pickups without an active EQ, holds tuning well, and has a huge bridge. Granted, my experience is with the five string version but I assume the four string is the same.

Holy Crap that Cort Rithimic packs a ton of amazing components and features for the the price!

If you can handle the weight 11+ lbs Vintage Peavey T40 but values are little high now.

I'm still a little confused by what you are looking for other than a bass with better noise suppression.
Assuming a standard 34" Scale 4-string.
The Yamaha BB734 punches WAY above its weight at <$800 You won't find better QC at that pricepoint
It's slightly over budget, but Cort Rithimic is positively shocking in its quality for $1200. I've played one and was floored. If they had a 5-string version, I'd own it. Cort could sell this bass at 2x the asking price.

Which manufacture is offering the best value in a 4 string bass at the $800-$1,000 price point?

I understand "value" is subjective, but for me I think I would narrow it to setup/playability from the factory, tone quality, and hardware (i.e. quality of the tuners).

I have some experience with the player series Fender's, SBMM, and Sandberg's, but am wondering what you all think.

ESP's LTD line offer good basses in your range.
