Best Winter Gloves?

The type of glove or mitten will depend on the activity. Fleece is comfy but it is useless if your hands are exposed to wind. Do you need a waterproof membrane? If it’s really cold then probably not. Such a membrane will restrict breathability and retain moisture from sweat. Check out this website. They aren’t enough for holding a cold steering wheel in a car that’s been parked outside in 40° air, they’re okay for shoveling snow, they’re pointless for a twenty minute walk below 40°.

Long walks in the snow or sun-10° biking I use snowboard mitts with wool gloves as liners.

It depends both on the use case and your budget. I'm convinced that the retail price for the very best gloves for Zero degrees and below will be at least $150-$200, and mittens may be required instead of gloves. It also depends on whether you're sitting in a football stadium at 10 degrees or working with your hands and arms.
