Reading the actual quote, it sounds like he was going to say "MLS has taken the decision not to adopt the FIFA calendar" but he stopped himself, and decided to say "I don't know when they will start..."
In any case, he's said quite a few things in the last months that sound like he's going senile. He's an old man and should retire.
Plenty of countries follow a different calendar: Sweden, Russia, Brazil, Argentina, etc... It really shouldn't be called the FIFA calendar anyway.
