Broken truss rod?

So the other day I noticed that the neck on my fretless parts P had a lot of relief in it. I've never had to adjust that rod after the initial setup (summer), so I figured that it was finally time to do that. I slacked the strings and started tightening the truss rod and noticed that nothing was changing when I put the strings up to pitch.

I ended up doing 2 entire revolutions and nothing... The rod feels like it is working, but it's still having no effect on the relief.

Do I just have an incredibly stiff neck, or is something up with the truss rod?
 
Climate change can be a real mother on necks. Maybe in the humid summer months, the neck is naturally flat, and doesn't need much assistance from the truss rod. Maybe your truss rod has very fine threading, and requires more revolutions to have an effect. It's not unheard of to need 2 full turns or more. Each neck is a different beast.

If you feel resistance while turning the wrench, it's a good sign that everything is working. If it starts to squeak while you turn it, or the resistance gets tougher, stop and take it to a pro.

The neck is off of a squier VM P bass, so its the same truss rods that are in other squiers I assume, but i'll keep turning I guess.

This neck was so cheap, I'll probably just get a new one if I cant get this straightened out at home.
