I'd get the truest board I could find (or some other suitable object), wrap sandpaper around it, and work out the fingerboard...if you want the cheapest and dirtiest solution.

The pros, as I understand it, maintain a high sensitivity to the fingerboard profile and scoop, and use templates and super-quality straight edges to check their work as they plane and then dress the fingerboard.
