CAD files

If there are files out there, I'd be suspicious how well they would match your Jazz bass. Folks getting custom pickguards made have constant problems with model/year differences, tolerances, etc.

Assuming that you have the bass and a pickguard, I'd do it the old-fashioned way. Make up a pattern from posterboard. Trim it and mess with it until it fits exactly right. Draw orthogonal grid lines on it, and enter the points into your CAD program. Smooth out the shape using P-lines and Curves. Cut a sample piece from some cheap material to test fit it. Then cut the real one.
