There’s a lot of stuff going on with the (power amp) mute circuit, some amp faults will not cause the relay to close. It’s likely not the relay itself.

I've not seen them all, but every GK I have seen, the LED and mute relay tracked . . . and my test validates drive/control of the mute relay as much as the relay itself.
