Regardless of whether the louder amp sounds better or worse than the quieter one, it sounds different. If one amp is louder than the other, volume is likely to be the major audible difference, and even probably the only audible difference.
Occam's Razor says to eliminate obvious major effects before looking for subtle ones. Power amp design has been refined to the point where the two major effects are overall volume and personal bias. Those effects are removed by the double-blind test. If you don't remove those effects, then a listening test is pointless.
Where does this leave the bass player who doesn't want to set up a bunch of double blind tests? My conclusion is that I would simply skip the listening test altogether.
