I matched the volume so it was the same bypassed or not. Then I dime'd the comp knob, which sounded nice and squishy. I rolled it back until it was subtle, yet I could tell it was working.
Coincidentally, yes both knobs were approximately 1:30.
I play a passive 5 str jazz bass, and usually when I play high on the neck the notes are much louder. I like to play low sustained notes, while adding some melodic higher stuff. The compressor evened out the volume across the fretboard.
