Cakewalk Music Creator is a cut-down version of Sonar for $35. For home studio use it's perfectly fine. I used it for some time until I upgraded to the full package, mainly for the effects.
If you need a cheap but does-the-job audio interface the Behringer UCA202 is probably the cheapest viable option. $30 at MF.
