How proficient on piano must an aspiring conservatory double bass student be?

No school I know of has a minimum piano requirement for enrollment, although many music programs will require some piano to satisfy degree requirements. There's typically an exam an entering student can take to be exempt from secondary piano requirements, so a little knowledge could save some time for other courses.

Thanks, I was led to believe that some proficiency on the piano was required.

I don't know about conservatories per se, but I do know universities up here generally ask that all non-piano majors have a Grade VI proficiency by the beginning of their third year.
