considered as an intermediate in bass

You’re intermediate when you are no longer a beginner.

You know when your bass is not in tune.
You can confidently cover simple bass lines in a group setting
You can create your own simple grooves based on a chord chart
You understand how chords and scales are created
You’re aware of basic stylistic concepts – 12 bar blues, R-5 country feel etc
You playing is smooth and free of clacks, buzzes and unintentional dead notes.

I’d say the life span of a musician is a short time as a newb, then a loooooooonnnggggg time in the “intermediate” phase which most people never escape from. Some people will push through the plateau to become Advanced and a few of those people will become a Master – Jaco, Wooten etc.
 
I guess this depends on your definition of the term. You could say that anyone who is still learning is "intermediate" between where they started and when they finally get to. I know that's how I consider my own playing, even though I've been at it for about 35 years now. Even a fairly advanced player (and I'm not in that category) is still intermediate in that sense.
