No it isn't. Take the bill to the bank. Tell them you received it in a tip jar. If it's OK they'll tell you. If it isn't then you'll be relieved of it, you did NOT try to pass it, so you're not in violation of the law. Attempting to pass a counterfeit bill is considered a serious offense - not a state or local offense, a Federal offense, and they take this stuff REAL seriously.You think but you don't know.
Perhaps you need a couple 10s and need to make change on your next trip to the store. Then again they could marker test it and confirm your worst suspicions.

Two ways to check without a marker.
The garment below his neck will feel grainy, not smooth.
See the 20 lower right just above "Twenty Dollars" spelled out ?
Hold the bill at chest level and look straight at it. It's Gold. Now tilt the top of the bill away from you. If it's real it will turn green.
Yeah, to the bank.Either put it in a change machine (they are made to detect which notes are right) or go to a bank and say that you got this in the tip jar and you are not sure if it genuine. They will check and if it is, congratz - and if it isn't they will just destroy it.

Years ago when I worked the front desk in a hotel somebody came in with a $50 bill (or $100, don’t remember) that had part of it ripped off. They wanted change. I said no. Nice try lady!When I was teaching, there was a period of time where the kids were coming to teachers looking to break a $20. One girl tried that with me, and “Mr. Naïve” over here was ready to give her change, but it was a bit too wrinkled and funny looking...
so after a little back-and-forth, warning her that I'd have it checked and she could get into trouble, she decided to retract her need for change.
I honestly didn't handle or look at it very well to note what differences there might have been.![]()
