It's a scam, BUT if you want to be 100% sure he's not a legitimate buyer just ask him to send you the money by Western Union. That way you will have cash in hand and there is no recourse. That's also the reason the scammers themselves always want their "payment" by Western Union, or Moneygram, etc...
