Rent a gyrocopter and fly it onto the Capitol lawn. It'll be a laugh a minute.
Since it's a train trip , I assume you will be coming into Union Station. You will be fairly near the Capitol. You'll see it as soon as you walk out the front of the station. A few blocks west of the Capitol are the Air and Space museum and the Natural history museum. In the same area are the National Gallery of art and the Smithsonian Institute museum (actually , I think all the museums I mentioned are related to the Smithsonian.) From any of these places , you should be able to see off to the west the Lincoln Memorial , The White House , The Jefferson Memorial and The Washington monument. All of these places are walkable or a very short cab ride from Union Station. Pick one or two and enjoy. Avoid going North or East from Union Station as this will run you into some pretty seedy neighborhoods.
Oh , and as for Munjis suggestion about the gyrocopter , The nearest small airport where you could get one of those was closed down after 9 11. It's probably at least an hour cab ride to the next one and by the time you get there , set up a rental , fly it to the Capitol , get arrested and make bail , you will probably be late for your next train.

Thanks for the tips. May just walk around and take in as much as I can. Take a bunch of pictures and do the tourist thing.
