question about Dead Notes/Muting

Using the fretting hand (left hand)

1: For dead notes, you rest your hand on the fret without pressing.

2: Muting (left hand) you press the fret, and rest your other (left hand) fingers on the same string.

is this correct?

also what does "Mute the string you're crossing with at least two fingers on left hand" mean?

For dead/ghost notes you are correct.

Muting can happen a bunch of way. Fretting and resting your fingers like you said, resting the edge of your palm near the bridge( palm mute), cutting the note short with your other plucking finger when alternating, or lifting off of the fret but keep your fingers on the string after the note is played.

Muting with two fingers: if you mute a string in only one place you can get an audible harmonic from the string vibrating on one or both sides of your muting finger. Muting with two avoids this.
