Had the same issue with an older Carvin redline 410. When you tried to add bass to it at volume in would sound constricted or "choked off". Had a shelf port like that that ran the width of the cab and was maybe an inch (2.5cm) high. It's just a bad shape for a port, at least when using drivers that can move some air. Some box/port modeling programs won't even accept a shelf port if the width to height ratio is greater than 8 to 1. It's too narrow and there's too much constriction, friction, and turbulence from the air getting caught up along the top and bottom panels.
If you're willing to start from scratch, you could end up with a premium 210 with those drivers...better than a lot of stuff you can get "off the shelf". They have enough dispersion and upper response you can go straight to tweeter with no mid for fullrange, although, they have plenty of uppermid to make a nice bass tone on their own. Simple jack--->wire---->10's in a good box.
