My mother in law is like this. I get embarrassed when my wife and I take her out to dinner.
One a very few occasions I have received undercooked food so I have returned it and it cooked a little more. I almost always suffer through overcooked food. One time a server saw my overcooked steak and insisted on making me a new one. I allowed it.
They are not supposed to put already cooked food back on the grill for heath code reasons. They should put a brand new piece of meat on for you.

That's also a lot easier than de-overcooking meat anyway, what with the difficulty of finding a properly retrofitted Delorean in working condition.
My favorite is those who tend to do this, and try to include the rest of the table:
"Excuse me waiter, this half-eaten chicken is not to my liking. I demand to see the manager......and you won't be getting a tip. Wait.......is everyone's else's food ok? Anybody else want to send theirs back while we're at it???........We are all very upset and demand a free meal!!!!!"
Yes I have. If it's cold, or just not right. If it isn't what the menu claims.
To the OP. Tuna-fish is one of the few food type things I leave to Bumblebee &/or Starkist, etc.
It just seems too easy for even a marginal cook line to phone that kinda thing in.

I really don't like sending food back at all. I'll eat it most times, with the exception of it has meat and isn't supposed to. I'm a vegetarian, so while I can soldier through mistakes or mediocre food, meat is a no-go.
I learned a trick with ordering tuna fish sandwiches. Ask if they use solid albacore or "chunk" light tuna. The "chunk" tuna typically tastes "fishy" is very watery and can sometime have a peculiar metallic flavour. If im told they use the chunk tuna, I order something else.

I see jerks that want another hamburger because there were pickles on it when they ordered it without them. They usually like to interrupt others in line as they are about to order. I'm afraid one day I will snap and clobber one of them.
I had a similar situation just a few hours ago! Never happened to me before, but our waitress came over to the table next to ours, saw that I had a few pieces of chewed steak on the side of my plate. She asked if the steak was ok. I said the flavour was good, but there were some chewy bits. She went offered me another steak (I'd eaten 2/3rds already). I said it was fine but she got the manager, who came over to us, apologised that the steak wasn't exactly right and took the price of my drink off the final bill. He obviously wanted repeat custom!
If you like your steak medium , it's still "cooking" if it arrives at your table in a timely fashion ,

This was the way it was at every restaurant I've ever worked at. Think about it, the customer could get contagious germs on their food which goes on the grill everyone else eats off of. Or better yet, I could stick my finger in my butthole, and wipe it on my food and that could go back on the grill too. It's common sense.
I've done this before, some really old chicken was served to me once and I did pay for a couple glasses of wine and told them to please take back their dreadful bacteria laden fare and throw it out before it killed someone. NEVER went back to that place.
I have refused food served to me, but never sent it back to be "fixed". If the cook can't get it right the first time, I'm not about to gamble on a second try. And always check to be sure the plate doesn't appear on my tab.
I think if you are respectful and not condescending you'll be good. I like my steak well done. Burnt even. If I see any red in my steak I politely ask that it be tossed back on the grill until its well done.
