is there a factory short scale bass with an approximate 1.5" nut (think jazz or ibanez sound gear nut) and a gloss C or low oval neck?

MIJ Mustang. They just came out with some new MIJ models like last year, but not those. I mean the ones they’ve been selling for a number of years now. 1.5" nut, gloss C neck. Like a little Jazz (shorter, plus narrower by the body than a Jazz). Don’t know if that would be agreeable with your shoulder (iirc) though. Also might not fit your idea of "factory" as they aren’t generally sold retail in the US (so could involve some sleuthing to hunt one down. I’m always amazed at how many TBers have them though. I happened upon mine out of the blue).

Hofner violin or club? Definitely has the low weight, gloss neck, and I think 1.6” nut.

It sounds like you're describing a classic Mustang neck. It's kind of like a P-Bass neck shrunk in every direction and it feels great. a Vintage or MIJ Mustang would probably be like that, and I wouldn't be surprised if there were now Fender Mustangs with gloss necks. Vintera maybe.
