Alesis SR-16 - you can get it anywhere from $50 up used, around $140 new I think. Hasn't changed in like 17 years which tells you a lot about it. Easy to program, loads of preloaded beats, sounds VERY realistic.
A metronome. Stand alone they cost something like $30, or you can use this if your computer is anywhere near your bass gear http://www.studybass.com/tools/online-metronome/
A metronome is great to practice along with, but if you want a good Drum Machine check out the Boss DR880. Loaded with features...
Just found this site. Not a whole lot of features, but seems pretty easy to use. You can't get any cheaper than free.

it has bass effects and amp modeling built in.
excellent drum sounds.
the mpc 500 is very good choice too, but has no built in sound.
it comes with some, but the fun is finding your own sounds that suit your tastes.
I don't have much bass experience, but I have a tone of rhythm machine experience.
are performing with this machine, or just trying to practice?

I use a zoom MRT-3b basicaly what I do with it is play the pre recorded drum beats and write a bassline or just improv to it...
I have a Tascam Bass Trainer. It works for me. Not cheap by any means but it's very useful.

I love this free program.... very simple, sounds good and you can create any beat/click for any specific exercise or lick you want...
