Dull A string

Before you deem the string defective, try a couple of things...
Loosen the string to the point of being able to pull on the ball end to make sure it's not twisted. And make sure there is enough break angle for the A string at the nut by making sure the last wrap on the A tuning post coming out toward the nut is as close to the bottom as possible. Then once tuned back up to pitch, make sure the witness point is properly set at the saddle.
If the above doesn't make any change, contact the D'Addario customer service.
There's always the possibility that you were unlucky to get a string set with a dud A strings, this does actually happens once in a while.
Though it is probably more likely that it is caused by you accidentally twisting the string when installing it, or not having had the witness points at the bridge/saddle, nut and tuning peg set properly.
The first can be fixed by loosening the string so it can twist back into it's natural orientation, and making sure the string can rotate to adjust naturally while winding it back up to tension down at the ball end mount on the bridge (this is done by pulling the string a bit close to the tuning peg while winding it up but with a loose enough grip to allow the string to adjust), and the latter by making sure the break angle of the strings at the bridge and nut are sufficient and sufficiently sharp (there should be an angle, and the bend on the strings need to be sharp, not rounded).
