I've been tuning my bass E to C without changing the stock nut. I want lower action and haven't been able to get it no matter how low I bring the saddles. Is getting the nut replaced or adjusted to compensate this tuning the proper fix?

EADGC; Nut replacement?

You have no idea how his truss rod is already set!Robertron, you should seriously consider bringing it to a professional technician to get checked out. You may need a nut slot adjustment and possibly a shim. Nobody here can help you unless we know exactly what is up with the bass, and even then, you're best off with a knowledgable pro who can actually look at your instrument.
