What is the best way to have my effects volume the same as my clean volume when they are engaged? Is their a pedal that will balance everything out or do i just need to keep on messing with my settings?

Keep on messing with your settings. That's going to be the solution in maybe 80% of cases. For the other 20%, you will need to use another pedal as a "master volume" for the one that's too loud or too quiet.
For like, switching between pedals on and pedal off, for different parts of the songs. I'm having the same problem too. Haven't been able to solve it.
Start with the dry sound and mix in the effect, you probably need less effect mixed in than you would think.
Once the sound level starts increasing too much, reduce a bit of the master level, or reduce both dry and effect sound.
It will be a never ending war to match effect levels, as room variations can change the percieved effect mix too.
