A secondhand Stagg or perhaps a used Gear4Music double bass might be possible at that price - but I think you are better off saving a bit of money.

Besides, playing the double bass requires investment on several levels, including money, time and effort. My advice would be to take a lesson or two with a double bass teacher and see whether it is something you could get into. Then, if you like it, figure out how to afford it. It's not really something you can easily dip into and try out.
