Electronic Tuner

I've been looking through my bass booklet and my electronic tuner booklet but none of them really tell me how to use a tuner.
I think i've got the jist of it.

It's a CA-40, however the one thing I don't get is that it gives an option to change note on it. If I'm tuning E-String do i need to change that too E? Same with A string and so on?

And also, first time I tuned the E string I got it on E, but I noticed the string was really loose. So I kept twising it and it kind of did a loop on itself, as it went tighter it went E, D, C, B, A, G, F, E and I kept it on E. Is this ok to do that or is it not meant too?

The tuner should auto-detect what note you are playing and tell you how close it is to being in tune.

But, there are many "E" notes, one in each octave (look at a piano keyboard). You need to tune the bass so that each string sounds kinda-sorta in the right range. Then the tuner can tell you whether it is sharp or flat.

If you have no idea how to get the bass kinda-sorta in tune, have someone who knows how do that. After that the tuner should do the job.
