Epiphone EB-3 Setup help

I've searched & searched & searched and found some mildly useful threads, but I can't get my action low enough without it buzzing SOMEWHERE along the neck.

Measurements are taken on the E string.
Off the showroom floor, there was no buzz but the action was high (about 1/2" at the 15th).
When I lower the bridge down, it buzzes around the 5th (3/8" @ 15th). I gave it a bit more neck relief, and now the buzzing starts around the 10th and almost mutes out at the 15th. -_-

I want to get to about the 1/4" @ 15th fret mark. I like to play up the neck a bit and I'm finding I can't play quickly enough because the string travel is too long. :(

Any suggestions?

Get a pro setup. For optimum action, you'll need a level/recrown.
