If you have a limit to your available funds, always buy used. For $500 you can get way better amps and cabs on the used market than you can buying new. So yeah, I agree with everyone who's recommended buying used.

Equipment newbie here, can I get some advice?

I played one of those new Peavey's you're talking about, and it sounds great! Plus it had the cool LED on it. I'm planning on buying one for a christmas present to myself. It's the best 15" combo amp I've played in that price range.
A lot of people will recommend used gear, but I think that's a matter of personal preference. I like to be the only owner of my gear, anything I buy used I always get rid of fairly quick
