ESP or Ibanez?

If they both played and sounded the same, buy the one that costs less.
They're both made in China. Probably at the same factory. Possibly by the same person. At this price point, it doesn't matter.

The Ltd is basswood, the Ibanez is Agathis. The Ltd has 24 frets, the Ibanez 22.
Either should be fine to learn on.
Whichever you buy, get it setup properly. That will make a huge difference in how easy it is for you to play/learn on.

Probably not a huge difference between those two basses, but if I had to choose I'd probably go with the ESP.
My quick search showed the ESP is around $299 and the Ibanez is $199 ... buy the cheaper one.
Doesn't matter that much for a beginner. Go with the bass that feels better to play. I think that helps the learning process. As far as the wood goes. Agathis is like the Basswood of Asia so there isn't much difference.
If both feel the same, then go by what bass sounds better to you. Fiddle around with the knobs, play the songs that you like to play and then evaluate which one sounds like the better bass.
He played them both and said they felt 'about the same', so it seems it comes down to sound/price.
