Although the exercise is impractical for general use (and I myself would use the more usual form), it CAN be used to better knit together the modes- it's impractical for use BY ITSELF, but not in conjunction with other exercises.
As for the impracticality of a fretting exercise, well, that's a different matter. If it's not practical, it's not practical, and there's no other exercise to tie it into- the impracticality is an absolute.
The argument isn't being used both for and against something- because the two examples in this debate are different contextually.
