That's not that surprising given that Texas is home to oil, which is a much more dangerous job than software development.

Why more coverage of the Boston Marathon explosions? Because the news, in the US anyway, are all broadcast by for-profit companies. They have made the decision that they will get bigger ratings for the Boston story as opposed to the Texas one.

So whose responsibility will it be for the damage they caused once they go bankrupt after the million is paid out?

That's disgusting. Pretty insane that they weren't required to carry a reasonable amount of insurance.

The US Chemical Safety Board (http://www.csb.gov/) is investigating. It will be awhile before their findings are published.

Their site is great. Lots of excellent info on past investigations including video recreations of accidents.
