This is the method I use on actual 60’s and 70’s fenders, should work for you.
The gear and tuning post shouldn’t need this, but the stem and bracket can sometimes benefit from this. It takes many rotations to see improvement, though- you have to really work it in, and it can be messy, so if it’s needed, it’s best to remove the tuner from the bass to do that.
Are those Gotoh tuning keys, like what 7ender used on their AV RI series? I bought a new AV '62 Jazz Bass in '03. All four tuners had issues with being stiff. I didn't bother with trying to get 7ender to correct the problem, I just replaced them with the appropriate Hipshot drop-ins.
I have a CS P-Bass. It is a wonderful instrument but the tuners were dreadful i.e. sticky and hard to fine-tune . I replaced them with Gotoh GB640N tuners. What a difference. They run smooth like a dream and allow much better for fine-tuning.
Yup, that's the way to do it, Dan for the win. Oh, by the way, fishing reel grease is great for this work.
Not related to Fender Custom Shop or "$5,000 basses". It's a worm gear, friction is THE operating parameter. It's a bass tuner, not an engineered precision system. And in your case it is artificially aged. Contact Fender and order a new set if you can't get it the way you like.
