A constant hum could also be present if you are grounding out one of your pots against another, like on the inside of the control cavity of your bass. If you get them touching, for whatever reason, you will notice an audible hum.

Depends entirely on which wires are touching. Without knowing how this bass is wired, or being able to see how it's grounded, it's all kind of speculation anyway.
And the covers are only as useful as the installation method. Some are just cosmetic, some are great places to put your thumb or wrist, and some are capable of additionally shielding a pickup to some degree.
