Reactions: Wood and Wire
Our construction division used to build offshore underwater crude storage tanks for most OPEC shipping terminals. Think a giant funnel turned upside down on the sea floor with some fancy plumbing in place of the spout to allow filling and emptying of crude oil. These were open bottom vessels dependent on head pressure to keep seawater out, and they were occasionally over pressured, allowing crude to escape under the bottom rim, so feigned concern about a little waste oil escaping during a ship to ship transfer seems more than a bit disingenuous to make stopping a (relatively) small amount of waste from escaping when tons have knowingly spilled in years past with zero effort to do anything about the root cause but work hard to keep that fact a secret.
