this isn't about playing bass or anything but....

anyone know what program would be used to make loops for techno beats? what about the sound samples? are they included in some programs or what? is this stuff midi?

Fruityloops. It runs off of MIDI timecode and you can sample WAV files if you want to add your own sounds. Very powerful stuff.
