"Best" would depend on your tonal goals. Can you be more specific as to what you're expecting out of a set of flats on your bass?

Sadly, there are no cheap 5 string set flatwound around. The cheapest are Alice flatwound but only 4 string set available.

If your ibby has b25 type bridge which has quick load design, suggest EB 2816 or 2810. 2816 has crunchy- bright tone , 2810 has more solid mid voice . Both still sound brighter than classic old school flat.

If you looking for old school vibe, try Labella LTF5A.

3 set of flat wound I mentioned above has good B string sound. Both EB flat has better solid B string tone than LTF 5A.

If I revisit Ibanez SR 5 string again, both EB flat only my flatwound choice for it.

Cheapest would be TI Jazz Flats because your set will last you as many years as you want to keep them.
But Roto 77s are about $37 and Fender 9050 are below $31.
