Does anyone know how to get this awesome sound?

Aside from the dirt, it could be a phaser with discrete steps and the resonance right up. Maybe a Quasar Deluxe?
It sounds like the BEF Pro on a stepped LFO but that wasn't out then.

Sweet. Definitely not the BEF cos like you said it wasn't out then. The steps seem much more random also.

My Boss PH-3 has a random step mode which sounds a bit like that (BEF Pro also does random). I'm sure lots of other pedals do too.

Yeah I've got a PH-3 too, that sound pretty much like it in the Step mode into a distortion pedal.
