Found A Broken iPhone

Found it on the side of the road while cycling, broken screen so I can't see anything. Called the local PDs and there are no reports of a missing one. How do I find out who it belongs to?

Do the local PD have a lost & found that you can hand it in to, or do they only take in things reported as missing?

I found it in the in-between area of two jurisdictions, so someone might not check both. I found it a couple of weeks ago and had forgotten about it, so someone probably would have called it in already.

If it's just the lcd that's broken a software such as dr.fone would do the trick.
