It sounds like they sped up the tape before they recorded the vocals on that track. All of the instruments seem like they are playing faster and slightly pitched up compared to the rest of the tracks on the album. That's my guess.

Regardless, as Double E already said, it definitely sounds like a short-scale bass used on the whole album.
