Maybe it's just my slow DSL, but here, Youtube videos don't load all that much faster than they play. So, no, unless there is a "skip ahead of where it's loaded" button that I don't know about...

Yea you could just click anywhere on the progress bar of the video, and skip whether the video's finished loading or not. It starts loading where your progress bar is.
