You're in Toronto, so it'd be worth it to go down to the Long and McQuade store and check out the Yorkville Sound amps. The XM 400 head and a good speaker cabinet from Yorkville should come in just under $1000 and you'll have plenty of power and a reliable amp too.

You're in Toronto, so it'd be worth it to go down to the Long and McQuade store and check out the Yorkville Sound amps. The XM 400 head and a good speaker cabinet from Yorkville should come in just under $1000 and you'll have plenty of power and a reliable amp too.
Another specific option would be a Carvin B800 head and an Avatar B212 or B410 (I prefer 10" drivers for their punch, myself, but for reggae, the 2x12 might work better).
I'm not sure about import cost, but the US price is just under $900USD with the B410 and less for the B212.
