Double Bass Hatpegs

I mistakenly posted a question in Luthiers Corner. Thought I might get more response here. I have an eightyfive year old German bass with hatpeg tuners. I haven't played it for many years, and am getting it ready to sell. The hatpeg tuners really make a squack when tuning. I can feel the friction. What is a safe way to make them turn easily and quietly? I'm assuming that I would have to remove the strings to get access. Would I have to disassemble the tuners? The one suggestion I already received was ivory soap. Do you think graphite might work?
