The switches in your amp's effects loop jacks may be oxidized (a common problem with typically unused effects loops in bass amps).
Use a known-to-be-good shielded guitar cable to patch the effects SEND and RETURN jacks to hear if things improve.
If this solves the problem then clean the effects loop jacks by:
- Shutting the amp off.
- And spraying enough electrical contact cleaner (someone else will have to chime in with a good brand to get) on one end of a Q-Tip to dampen it (no dripping) and then working the wet end into the SEND and RETURN jacks several times.
- Next, wait several minutes for any residual contact cleaner wetness in the jacks to dry before switching your back amp on.
While you're at it, you may wish to clean all the jacks and plugs on your gear.
Also, check for and snug any loose jack ring nuts, and amp screws.
