Help trying to get a neck as straight as possible with strings off

How do you gauge when you've reached peak straightness with a neck that likely has some small humps, which is typical of Squier necks (not to mention many Fenders)?

I have a Squier J neck, strings off, neck disassembled from the body. I'm trying to get the neck as flat as can be before doing some neck carving. I adjusted the truss rod till my notched straightedge no longer teeters. In this position, the straight edge is flush with the board between frets 7-8 but there's an equal sized, small gap everywhere else on the board between the board and the straight edge. In other truss rod settings, the gap was larger especially towards both ends of the board, and the straight edge teetered, so I loosened the truss rod.

Considering my straight edge no longer teeters, is this the flattest I can get my neck?

Your neck should be flat with no truss rod tension at all. Loosen the rod entirely, then use your straightedge to determine the condition of the neck.
When it’s loosened there’s a forward bow in the neck. If I incrementally tighten the rod and check with the straightedge I’m never able to eliminate the gap across the neck. Should I prioritize eliminating the gap in a certain section of the board?

Yes, I've found generally very slightly concave with no tension, flattens just as you get "bite" tightening the rod.

I have a StewMac straight edge. I got a Harley Benton notched one too but had to fix that with a lot of time and a metal workbench I checked for flatness and a load of sticky sandpaper. Buy a better quality notched straight edge.
 
Is your straight edge "bowed"? It needs to be "flat" wrt say a plate glass tabletop both vertically and horizontally. If "bowed" like a banana you'll see clearance either somewhere in the middle or at both ends as you "tilt" your "straightedge" side to side from "vertical"

How much bow in the neck? Is the gap in the middle enough to slip a piece of paper? Maybe a guitar pick? More than that?
 
Wrong question. Your objective is not ”straight as possible with strings off”.

Your objective is playability with strings on. This requires a combo of correct nut height/cut, correct bridge height, and correct relief.

I have the truss rod loosened to the extent that it’s starting to protrude. I can slide a fender medium pick under the straight edge from frets 5-9. The pick doesn’t slide through the remaining frets.

The straight edge is from Philly Luthiers. Brand new. I don’t have a long piece of glass or granite to compare it to but I placed the straight edge on my 16” aluminum beam and there is a gap in the fret 4-12 range but it’s minuscule—not even the thinnest pick would slide through. That said, I’m not 100% sure the beam itself is perfectly straight. These aren’t top of the line precision tools so there will be a margin of error.

I’m not trying to flatten the board for playability right now. If I were, then yes, I would have strings on and be adjusting relief, action, and nut height accordingly.

That's exactly what I use to determine neck straightness. Any problems become really obvious that way.

Why are you trying to flatten the board if it's not for levelling?
If not for playability reasons, then what's your goal?

I’m not super savvy at seeing dips in necks by sight alone unless they’re prominent. Let me check again when I’m back home.

I am going to be reducing the neck profile and I read it’s best to flatten the neck first. I also want to get to the bottom of this for future cases when I level frets again. If the issue is my straight edge, then I need a new one!

Truss rod is still loose. I see a bow if I sight the neck from the heel looking at the treble side but I don’t see the bow from the bass side. keep in mind I only see it if I raise the heel to eye level. If I lower the neck just a tad it looks flat.

Man, get on with it. You’re just shaving some meat off the back, you think your hands will feel that you were .01” off? I doubt that. And if you do get it flat, when you string it and set it up you’re still going to have to add some minimal relief, so it’s not even going to be in the same plane as when you carved it with no string tension. Get on with it.

That's true for this project but I'm also going to be leveling the frets on this and other necks, and I want them as flat as it can be for that. In cases when a neck simply isn't or can't be adjusted flat, what do I prioritize: eliminating any gaps in the middle of the neck or the ends?

Whenever I read how luthiers use notched straightedges, or watch videos, they get the neck flush with the straight edge. Well, I've tested three of my necks and none of them get flush. For them to be flush, wouldn't that mean they have no humps or dips or twists? For cheaper, single piece necks like these, humps, dips and twists are pretty common. So, point is I'm not looking for perfection but I want to know how to get as flat as can be before saying, "that's good enough."

Granted I'm completely TalkBass- and YouTube-taught, never formally trained as a luthier, but in my 15-odd builds since I took up this hobby, I have never found a use for the notched straight edge. Never even bought one, never missed having one. I believe a few much more experienced builders here have also suggested throwing away the notched straightedge. Logic being: When you are building your neck and before installing frets, a bog-standard straight straightedge is the right tool for leveling a board. Install the frets in a known-straight board. After you install the frets, the levelness of the board itself, assuming the neck functions within workable tolerances, becomes irrelevant, and the issue of concern is whether the frets are level, and at at that point, the right tool is, once again, the straight straightedge. All the notched straightedge does is confuse you about what your actual goal or issue is.

And in this particular case, I concur with @96tbird that striving for a perfectly straight neck for purposes of carving the profile is unnecessary precision. I'd adjust the rod to get the neck back to the point where it appears visually straight when sighting along the top or sides, then go to town carving.

Every fret leveling tutorial I’ve come across says to ensure the neck is straight before filing and they say to use a notched straightedge to do this. That’s why I bought it last month.

Sighting the neck alone to get it as flat as possible is an alternative, though I’d rather use tools for this since my eyes can often play tricks.

As for the neck carving, agreed, I’ll move ahead. I tightened the rod quite a bit and from sight alone it looks straight to me.

But before fret leveling, I want to rely on the right tool for the job, not my eyesight.

I will grant that you want a straight neck before filing, but only up to a point. I think the intent of this directive is to make sure the neck is returned to "neutral", or no longer under the same truss rod load that it had when it was attached and strung up to tension. A "shorthand," if you will, for "Slacken and remove the strings, then remove the neck (if a bolt-on.) At this point, the neck will likely have some strong backbow, because the rod has been tensioned to counteract the now-absent string pull. So adjust (loosen) the truss rod so that you are back to working with flat (i.e. not backbowed) neck." I would not take this to mean that you should focus on getting the board perfectly flat at the expense of focusing on the goal of level frets. This is where the notched straightedge advice does a disservice.

Consider the example of the scalloped fretboard: Scalloped Fretboard | Seymour Duncan. What useful information would a notched straightedge provide you in fret leveling one of these?

When I was learning this stuff the first time, I found advice from both camps: "use a notched straightedge to check for a level board" vs "use a straightedge across the fret tops to find your initial level point." A few minutes of thinking about it abstractly and several years of practical work have both put me firmly in the latter camp. But...this is all about finding "flat," and that's also not exactly how I approach it...

Rather, I pretty much follow Bruce's approach outlined here, which is framed primarily around having the truss rod engaged at a moderate load. Ideally at that point, the frets will be "mostly flat" already as a result of being a) all the same height and b) installed in a known-flat board (as Bruce puts it, "With the truss rod partially tightened like this, the fingerboard and frets should be pretty close to flat, because I also cut the radius on the fingerboard with the truss rod partially tightened.") Not totally, though, if loading the rod a bit also induces a bit of backbow (for one thing, filling all the once-empty slots on a level board with fret tangs in the interim step of installing frets will have an effect).

So the goal is to start with the truss rod partially tightened, and the hope/expectation is that this will have the effect of bringing the frets (forget about the board at this point) mostly flat. But "mostly flat" is a second-order effect of all the work done so far -- not the goal: The final fret leveling work is what will get you to "totally flat." I usually have the slightest bit of backbow at this point with a newly-built neck, but that backbow is well within the tolerances that fret leveling will address. From this point I spend maybe 10 minutes total going through the 150-, 180-, and 220-grit sides of my leveling beam. After the sharpie marks are gone, I verify with a straightedge (again, fret tops are the concern here, not the board), double-check with a rocker, then move on to polishing.

With an older neck (i.e. not a fresh build), you'll probably want to determine a "flat" state as being the point, if you can find it, where the truss rod still has plenty of room for adjustment and the frets are as close as possible to flat relative to each other (again, fret tops, not the board.) Your task here is to re-establish this flat plane across the fret tops to address any variations from the mean that have come about over the years, while only removing the minimally necessary amount of metal. If you can find this starting point - truss rod still functional and fret tops flat, then the relative flatness of the board should not be a big concern. If you can't find this starting point, then the board might be part of the problem and it might be time to pull the frets, re-level the board, and refret - but that depends on the situation.
