So, I realize there is a lot of these on the forums here and I'm starting a new thread as I've not really found what I'm looking for out of the search function (or google... 
..)
The simpler (and, for me, cheaper) question: We're a punk/metal band looking to incorporate samples (from movies, parties, other random audio clips) into some of our songs as intro/outro/intermediate space between songs (I doubt we'll ever wanna back whole songs). Basically what I'm looking for is idea's on methods to set up sampling short audio clips from movies or whatnot as intro's or outro's, as of now we haven't discussed any clips longer than 3 minutes, not requiring a laptop (if no other way I own a WIN XP laptop and that's all we've got - No Apple crap!) and can load a decent amount of samples (from 6 - 15 max!). I also own quite an array of older technology including some cassette recording devices if people have any methods from their earlier years..
So this second scenario is essentially the same thing, looking for a cheaper (inexpensive, I guess) sampling setup but for a slightly more "serious" band (Being that skid mark & the tighty whiteez is, clearly, a (serious) joke band). We're another one of those heavier psychedelic doom bands that likes a lot of improvisation, especially live, but I'm interested in adding sampling to live stuff. Problem is I've not been able to find anything anywhere about what I'm looking to do. Within the last two years - can't remember when hah - a band from Italy, Ufomammut, came to the states and I was lucky enough to catch them in San Francisco. They had these weird foot pedals/pads they were using to play all their samples with, turns out their the Keith McMillen 12 step and Softstep (1st version).
I bring up Ufomammut because if anyone on here knows of them it could help to understand what I want to attempt with this other band. As of right now I'm just looking for something that can do simple stuff - as I described for my punk band - as bare minimum, something I can use to learn what's involved with sampling and that I can experiment with to the point of being able to utilize the setup in a similar way to Ufomammut. As best I can describe it, I want a device that (preferably preloads/sd card/etc. so it doesn't need a laptop during live performances) can be used to play samples of a lot of noise and ambiance, haunting things, recorded and edited from mic clips of altered voice/instruemnts/nature, pretty much anything that I can make an audio file/recording of and click a pad/button on a pedal that plays that audio, while having several other pads available loaded with separate audio samples that I can play along with in any sequence with any number of the buttons "playing" simultaneously, all while playing bass and lead vocals. I want to be able to use this device as a separate foot controlled keyboard instrument acting like a midi/synth<--(still unsure on the difference of these two) to play along with the band as a minimum to play intro/outro/between song samples and a maximum of this Ufomammut "style-ization" of a foot pad keyboard/midi.
For this second band I'm expecting it would cost me a bit, I don't like to waste money on cheap poopie (tiny terror 1000w w/Orange 8x10 was expensive but well worth it, same with my recording gear, accessories and ESP ltd b206 wasn't super $$$ but it's a damn nice bass which I chose over the pricier options) as any musician knows is the best mindset to have when it comes to making music. As far as the punk band is concerned we're looking for a more raw, crusty kind of sound with all of our stuff and don't require anything outside some kind of cassette playing method (or even a cd if anyones some ideas on that?). But looking toward the future of music making I'd like to get something prepared for what I want to do.
I've done some research into the pedals Ufomammut used and, considering I'm a complete noob with sampling/keyboards/midi/synth/looping/etc, I have no idea what the **** I'm reading! All I know is reviews of the devices tend to say they don't work well with anything other than Apple/Abbleton. Now I've seen the Abbleton name quite a bit while trying to research all this and from I do see I'm looking to steer away from it. As for Apple/Macintosh, I hate the company, don't like their products (except one) or their software, and when it comes down to it I simply refuse to support them any further. I already own a few iPods from high school that I still use and that's enough for me. Does anyone have any experience with the Keith McMillen 12 step or softstep? Anyone with experience using them with Windows/PC? Anyone know any other brands/products that offer similar functions? DIY?

DIY stuff is encouraged as, being dirt poor, I like saving money and working with my hands. If anyone has any methods or creative ideas that have worked for them in the past, have seen from other bands at shows, or heard of from friends, any concept/idea/theory is helpful! Bringing up my noob issues with sampling again, if anyone has got some search terms or phrases for google they can think of/already thought of send em my way! Like I said, I know nothing - and it's showing - doing my own research but I guess I'm in the wrong rabbit holes cause I'm coming up empty handed and not half as stoned as I was when I went in.
