Huh? Improvisors Bass Method...

I just got this book, already stumped. Does this book assume you don't yet read music? It is used to teach one how to read?
On page 7 it has a lesson, but I guess it assumes you can read?
Because on page 9 it starts with lessons on how to read!
Huh??
What am I missing? Shouldn't the lesson in page 7 be after page 9 is it's teaching you how to read? How can a lesson with reading appear before the actual lessons that teach you how to read?
What am I missing here?

The purpose of the book is definitely not to teach you how to read. But it does spend some time at the beginning going over some fundamentals. You are right, some of these things are probably out of order. If you already know how to read, that shouldn't give you any trouble. If you don't, now you know to spend some time on pp. 9ff first.
