Get a Hitachi. Seriously, they make fantastic tools, but are often overlooked. For a 3/8" drill, I recommend this. I've had one for a few years, and it has given me nothing but trouble free service. It's got tons of power, too.
If you're looking for a 1/2" or hammer drill, I can't honestly say I've tried them, but I would still recommend you look into a Hitachi. I've never used a Hitachi tool I didn't like, and they tend to be very overpowered compared to the competition.
