Well, if money is not a problem, Pro Tools is one of the best options. But for free, nothing beats Audacity.

reaper - full version download to try. I used it today and am impressed.

+1 for Reaper. I just got ProTools 7.1, but I'm still trying to wean myself off of Reaper. My most current gripe with ProTools is that it rescans all of your plug-ins every time you open it.
