String not locked properly in the E tuner post. Did you insert it into the hole in the bottom of the slot or just wrap it around?

Sounds like the tuner is broken to me. Many times a broken tuning machine will work up to a certain tension, and then "slip" back down when it hits a certain point in the rotation. You can often overcoming this by using a flat head screwdriver to "help" the tuner past the slipping point, but if you just bought the bass, you should try to get it fixed by the store you bought it from.

I had a similar problem. It turned out to be the string tree groove was too narrow which did now allow the string to glide through freely. I took a file and widen the string tree groove then it tuned as it should.

If the tuner post doesn't turn when you turn the key without a string in it. You most likely have a broken tuner key. Metal or gears sheared inside it somewhere. I had the same thing happen to an Ibanez I had a couple years ago.

you said you just bought the bass. Is it new or used? and it had strings on it that were tight? If it did, its unlikely that the tuning post spontaneously broke between you changing out the strings. More likely you should recheck your work on the string.

Thanks to everyone who replied, I took it to my local music store and the guy said it was the turning post, so he replaced it and it works great now! I'm ready to start my bass playing
