You could try something like fruity loops or ACID (sony creative makes it now). Both have demos online. ACID has a loop library you can just drag and drop onto a timeline and jam with. You can also get expansion loop CD's with different style grooves.

Here's a Freeware that I've messed around with
HammerHead Rhythm Station

It's pretty simple and they have some drum banks you can download if you want more than what is included in the program.
